Usually because they want attention, and are insecure about themselves. When people are like that it's almost always because of problems at home. Either their parents are divorced(which is most common), or they are abused, ignored, etc, etc. I know how annoying people can be, and it's really hard to be nice to them if you don't know they have problems, but if you try to feel sorry for them, then they don't seem so irritating.
