There is a disease called Raynaud's Phenomenon that affects the circulation in your feet and hands. They get blue/white real quick when cold out. You should make sure your hands and feet are always kept really warm if you have this. This should be checked out with your doctor.
My husband is a type 2 diabetic and has a horrible time keeping his hands and feet warm.
It may be due to the Circulation of the blood to your feet and hands, I've had this same problem with my feet, you just have to do regular exercises, like ankle ones to get the blood flowing, and try to keep them warm.. by wearing thick socks... or put a hot water bottle on them. If the problem continues... consult your doctor!

Diabetes will do it. It can cause poor circulation in your extremities. I also have neuropothy, a nerve problem associated with diabetes. My hands and feet can both be warm but they register on my brain as cold. Yeah, I know it sounds weird, I suppose it is but a diabetes test would be a good thing to get. Just to rule it out if nothing else.
