Confusion means she doesn't know what to do instead. If she really likes the outlet of cutting perhaps she would rather draw all over herself. They make henna pens where she can make tattoos on herself and they'll last a week. Or some thin Crayola markers. I don't suggest a pen because she can use that to cut.

And remeber for your own sanity that you aren't a shrink, and sometimes, some people CAN'T be helped.

Frustration,take's thing's out on herself when thing's go wrong,does'nt know what to do-I've been there,Don't do anymore though ,have anxiety disorder,on right med.remerone,help's alot.Maybe,you could help her by getting her to seek out help??It sadden's me when I hear of people doing this,because I know the pain inside.
