Apparently taking sterroids make testicles shrink but not cold weather.

However, being cold makes your scrotum skin contract. The testicles, as someone already indicated... don't noticeably shrink. The colder the environment is the tighter the scrotum seems to get... forcing the testicles upwards towards the body (probably to regulate temperature in order to produce viable sperm).

On hot days... the scrotum skin can get really saggy and the testicles can hang there in the scrotum like a dog with its tongue hanging out.

The scrotum can also contract during sexual intercourse or sexual excitement, as well as during physical exercise. They seem to do this naturally for protection from injury.

A man has no control over this process. It just happens automatically.

The nerves in the skin that also give you goosebumps are what also draw the scrotum up.

This is a protective measure for the testicles, because they need to be a certain temperature to keep the sperm alive.
