Is this a hormonal problem, or do they just need to lose some weight?

Answer:

part of it is weight and part of it is hormonal...it just means that they have more estrogen than a man should...it's a condition called gynecomastia...it usually happens during puberty and with some weight loss and maybe some medication (depending on the severity) it will go away on it's own

It is something to do with bad tissue, 1 in 3 guys have it but i think you can also get it if you eat too much, i doubt it is very important when you grow or loose weight you will probably loose most of them

This is a problem in which sometimes requires surgery, and even after surgery tend to grow back in some cases. It is in some ways a hormonal issue, but this problem can/will be passed down from male to male in a family. Not all "obese" or "overweight" people have this problem. I have seen this is people who are a healthy weight as well. Even if you lose weight to try to get rid of the breast, they will stay or grow back. That's why some people need a breast reduction/tissue reduction surgery to make them smaller/less noticeable.

It can actually be either or.

The most common problem is hormonal, but there are still plenty others which are caused by being overweight and/or weight loss.

Either they are fat, or they drink too much public water... they add estrogen into the water (thats the girl hormone)
