When we are growing in the stomach we are all females at the start.
men dont have breasts, men have pectoral muscles, this is very different from having breasts. The pectoral muscles are there to allow you to extend loads away from your body like when your benchpressing.
Breasts on the other hand are made up of entirely different material.

The reason that the first guy said...we are all female before the real sex of us is determined in the womb!!! I have real breasts though because i am a woman....men have breasts because you are all a bunch of t#ts
when in the womb all babies start off as females,it takes a few months for the genetalia to develp.

Reasons of it happening:
Hypogonadism, Kallmann Syndrome, Pituitary Failure (Loss of blood supply, infection, tumor), Kleinfelter Syndrome, adrenal and renal failure, as well as testosterone defects. Also gynoclomastia is seen in the pectoral region due to fat (adipose) consumption.
Most cases its men that lack testosterone and have estrogen. Men who take steroids and other drugs like antiandrogen drugs may also see breast enlargement as well.
