Men will chase just about every woman because they are mostly responsible for creating the relationship. A woman may like a guy but she will make him come to her. So, guy have learned to just flirt with every woman they meet because they never know when they will find one who is agreeable. Also, considering that they get rejected 99 times out of 100, when that 1 does agree, the man feels like he put in a lot of work and they are willing to just take her.
Also, we are dogs and just want to get our rocks off as much as possible.
