its segema thats builds up when u are uncut and keep the it clean need to pull back skin and wash it good . its a naturl secrction of the body to kill germs
It is probably something called smegma, a natural secretion of the body in that area. In small amounts it won't affect your health at all, but it does need to be cleaned away daily.
It should be able to wash off with water and soap, just wash the are of the penis under your foreskin as you would any other part of the body. If it doesn't wash away, then it might be something else and you might want to see a doctor.
This most likely means that you just began washing that area. That's normal. I also experienced this.
It'll take a few days of washing and rubbing for it to come off, but it eventually will little by little. It may take a week or two perhaps.
However, keep in mind once that happens you won't have to worry about it. Just a simple 5 second wash/rub in the shower (which even feels good) will keep it away. =)
