First let's go over how to shave. First you wet your skin thoroughly with very warm water. Not just a splash but get that skin wet. If your getting razor burn slow down. The only time I get it is when I'm in a hurry. Buy the good razors. They cost a lot more but they are worth it in the end. After you have shaved wet your skin with cold water. As cold as you can take it. Don't use after shave. Use a high quality skin lotion. Oh, and pat your face dry, don't rub it. Sometimes it also helps to put on a light moisturizer on you wet skin and then put the razor cream or gel on top of that. Good luck.
First things first, your face must be warm, which will soften your beard...and softens your face. Then make sure you're razor isn't a cheap piece of crap because they will tear you up, also, make sure your razor hasn't been used forever...same goes for your shaving cream, you get what you pay for. Afterwards, moisterize your face w/lotion or aftershave...Gilette Mach 3 Razor and Gilette Shaving Gel, that's what I use...chicks dig it!
