There is pain when that happens, like it is too tight, and it also makes painful sexual intercourse . . . what is this problem and what can I do?

Contrary to what someone said, you don't have to be cut. Just slide it down and stretch it (basically just masturbate) and it'll become more loose after some time. Do it in the shower; it'll be fun there (makes it easier). After some weeks everything will be fine and you won't have to worry about this. :)
