Well, scientists say that the same bundle of nerves in the genital region, depending on the sex of the child, will begin to form into either a clitoris, or into a penis. That change takes place very early on, while the child is still in utero... So in a sense, the penis is a big clitoris, and/or the clitoris is a tiny penis. They're apparently supposed to have very similar sensations, but then, we're all going to have to kind of take science's word on that, aren't we?

They start off being one in the same thing in a foetus - male hormones make it grow into a penis. So yes. in a sense they are similar and have the same type of highly sensitive nerves.
