Been watchin Silence of the Lambs a little much there? It's not weird in fact I'd be amazed if there are guys who haven't done it at least once in their life however if you for some reason think that there is actually a girl inside you and you'd be happier as one then we may have a problem.
It really depends on who you ask. I think it's just fine. I've met guys who want to act feminine... it ranges from being unashamed of their love of knitting to wearing dresses in public, pretending to be girls. Other people think you're weird if you don't Walk Like A Man, Talk Like A Man, and Eat Bears For Breakfast. These are the same kind of people who think you're weird if you wear black clothes.
If you have urges to act like a girl, or be a girl, or just have certain "girl-like" qualities, that's fine. Lots of people do. You'll probably find other people who will accept you for who you are; you'll also find people who think you're weird, so be careful in your search!!
