To begin with? No, but once you contract it, yes it does lower your white blood cell count because it attacks your white blood cells.
initially they have a normal count, but the ratio of CD4 to CD8 becomes abnormal
as the disease progresses the lymphocyte count decreases as more lymphocytes get infected - thus the WBC comes down
the rest of the white cell ratios remain relatively the same as the HIV does not infect the other white cell types

HIV attacks the body's immune system. White Blood Cells are part of this system. As the system gets damaged, two things happen. First, fewer white blood cells are made. Second, many of the white blood cells that are made are deformed and thereby unusable.
