You only get goosebumps wherever you have hair, as it's your hair standing up on end, that makes the goosebumps happen. This gives your skin more 'surface area', which makes you warmer. No hair = no goosebumps.
The skin on the back of your hands, face and feet is much tougher than the rest. I tatoo'd my arm and the back of my hand the same way when I was 18. The one on my arm was(is) fine. The one on my hand scabbed up and came off in a few weeks.!!
