NO - they should make people on death row be the testers - what do they have to lose? They should also pass a law that mandates that each DR prisoner donate one of their paired organs (if healthy) to those on waiting lists. Make some use of those people aside from supporting them and giving them anything they need (TV, food, exercise, etc.)

To answer the question, absolutely animal testing is needed. Otherwise start cloning humans and test on them.
ABSOLUTELY! Animals should never be cruelly treated, or tested for "no good reason". By the same token, thousands of medical advances for both humans AND animals have come from testing. As technology advances, there will likely be less and less need for it....but until then- it's necessary.
Value system varies between social / religious groups as well as individuals.. We allow even our own brothers in the military to die in war in the interest of security of other citizens... Even so, animals are subject to some testing and drug (vaccine) production etc.. There could be conflicting views like in any other subject... But one could agree that cruel and painful testings are not done...
