Look it could be any number of things - noone here can answer your question - Would you believe the answers you get from the internet when it is your daughter's health you are asking about? I can think of about 10 things it might be but you need a professional to look at the rash. Take her to the doctor.

That's a pretty vague question. How old is she? Has she been outdoors lately? Any vaccinations lately? Any new clothing lately? Any new foods? New laundry detergents? New baby wash? Does she have a fever? A rash can be caused by a MILLION different things.
Hives, eczema, allergies. It could be several different things. Have you changed your laundry detergent recently? Have you changed bath soap? You don't say how old your daughter is. If she is very young, are you at the point where you are introducing her to new foods? I guess try to remember when you first saw the rash and then think if anything changed around that time.
