Tiny bumps on forehead that dont itch

My skin has always been basically flawless... after I turned 21, i started getting really oily skin and then these tiny bumps appeared mostly on my forehead. They don't itch or hurt. But it looks really bad, esspecially under the sun. I went to ther dermatologist and she gave me Ziana cream and Benzoil Peroxide (3%) but it's not working... maybe it's an allergy? It's been like this for a year and I've never had this before. Could it be stress? or what's going on? :( :( :(
