i'd get some of that neutrogena stuff for ultra dry skin, put that on, and then wrap up your arm in gauze and keep it like that all night. they tell women who want soft hands to put lotion on and wear gloves all night, so i'm assuming this would work on your arm.

Aveeno cream. Also soaking and rubbing the surface with a wet facecloth. But be careful you do not break the skin when rubbing. The skin will return to normal before you know it.
