Suggestions for healing my lips

Ok so i've figured out my problem, what I need is the solution.
The top layer or so of skin on my lips needs to heal back up, and for 6 months i've used balms like carmex or blistex. Now my lips are a lot more swollen then they were 6 months ago, and skin heals and falls off regularly.
I believe I may have been allergic to an ingredient in synthetic balms, but now if I leave my lips alone the skin that scabs up is very dry and looks gross. I'm wondering if I used something all natural like Bert's Bees would this clear up? Or should I go for Cortiosteroids?
