Tinnitus is not curable so your doc was right that he can't help you. As for the dizziness that is something separate so see your regular doc to find out what might be causing it such as low blood sugar or orthostatic hypotension.
Sounds like you have an ear infection or maybe tinitus. You should go back to him or ask to see another doctor
