If you are referring to "during an activity" then the heavier person will burn more calories because they are performing more work. Think about it this way: who will burn more calories, someone who jogs down the street, or someone who jogs down the street carrying a 20 pound dumbbell? The heavier person is carrying extra weight and that requires more calories to be burned during that activity.

Quite the opposite is true. Thin people burn more calories, which is why they're thin. Fat people do not. Calories are like fuel. The more you burn the lighter the load. Fat is stored caloric value.
Not always, but the amount of muscle you have greatly dictates your metabolism. Fat people generally tend to have a higher lean body mass than thin people (unless they are athletic with a lot of lean mass) and therefore burn off more calories.
