Actually, it is cellulite. Cellulitis is something entirely different.
Cellulite can affect women of all shapes and sizes, even very slender women with little body fat. It's because of weakening of the connective tissues under the skin, and this allows the fat to bulge through. Black women have thicker skin and stronger connective tissues (as do men) and are less prone to developing cellulite.
