no. first you get braces. when you get braces off, you get a retainer. braces align your teeth and the retainer is so your teeth "remember" where their new positions are so they don't shift back into the old positions.

Yup, that's what the main difference is. Also, braces can pull your teeth into a better position, whereas a retainer is for small adjustments only (or to make sure something doesn't get worse).
People who have retainers usually had braces before that. Because i had braces and than after that you have to wear retainers to bed every night so that your teeth stay in place, the retainers are usually clear so people dont no your wearing them
